My invite just says 'case interview' and doesn't say whether it will be interviewer-led or candidate-led. Is it okay to ask recruiting which format to expect?

Yes, it is reasonable to ask about the interview format.
Recruiting may tell you the general structure, but individual interviewers can still vary in how they run the case.
Use the answer to guide preparation, not to narrow your prep so much that an unexpected variation throws you off.
The core skills remain the same: clarify, structure, analyze, communicate and synthesize.
I asked and recruiting gave me the broad format without giving away anything sensitive.
