In a rolling cycle, the best time is early enough that the referral can matter but late enough that the person knows you well enough to endorse you. Waiting for the deadline can create unnecessary pressure.
If you already have a strong relationship and the application is open, there is little value in delaying simply because you think you need another coffee chat.
If the connection is weak, forcing a referral immediately may produce a low-quality endorsement or make the interaction awkward. In that case, apply on time rather than missing the window while waiting.
Work backward from the application date. Build relationships before the cycle opens where possible, then ask once you are genuinely ready to submit. For more detail, see the consulting networking guide.
