Do not change offices solely because you think a different location will erase the previous rejection. Choose the office that makes sense for your geography, authorization, language, industry interests and long-term plans.
A different office can be reasonable when your circumstances genuinely changed or another location is a better fit. It is weaker when the only logic is trying to find an easier door into the same firm.
Your reapplication should primarily be stronger because the profile improved: better experience, clearer fit, stronger case skills or a material change since the prior attempt.
Review the current application rules for the firm and office before submitting, especially if prior applications are shared internally. Then target the location you can defend credibly in an interview.
