A referral can help your application get attention, but it does not guarantee an interview.
The value varies by firm, office and the strength of the person’s endorsement. A genuine referral from someone who knows your profile is more useful than a name-only referral.
You still need the resume, academic profile and application to clear the firm's screening standard.
Treat referrals as one signal in the process, not a workaround for weaknesses you can fix directly. For more detail, see the PhD networking guide.
