Treat the reapplication as a new candidacy. An old referral may remain in your history, but a current supporter who understands what changed since the last application is more useful than relying on a past submission.
You do not need to collect referrals for the sake of quantity. The important question is whether someone can credibly explain why your profile is stronger now: better experience, improved interview skills, new leadership, or another meaningful change.
If the original referrer still knows you, reconnect and update them first. They may be willing to support the new application, but do not assume their old referral automatically carries forward in the same way.
Build the reapplication around evidence of improvement, with referral support as a secondary signal. See the reapplication guide and networking guide for the two parts of the process.
